The ministerial event takes place in Milwaukee on September 30 and October 1. According to India’s Commerce Ministry, Goyal will also hold a meeting with his U.S. counterpart during his visit. Participants will also address the Most-Favoured-Nation principle and trade restrictions concerning food. Over the two days, the Office of the U.S. Trade Representative has scheduled ministerial sessions, as well as meetings and industry-related events in Milwaukee.
India emphasized that it will leverage the meeting to promote an open, transparent, and non-discriminatory multilateral trading system with the World Trade Organization at its core. The government highlighted the importance of maintaining policy flexibility for developing economies. Goyal intends to hold bilateral meetings with other participating ministers on the sidelines. These engagements will explore opportunities for farmers, fishermen, women entrepreneurs, startups, small businesses, and other enterprises involved in both domestic and international trade.
Focus Returns to Trade Agreement Negotiations
The India-U.S. trade talks build upon a joint framework announced in February for an interim agreement aimed at reciprocal and mutually beneficial trade. That framework reaffirmed ongoing negotiations on a broader Bilateral Trade Agreement and outlined commitments related to tariffs and market access for industrial and agricultural goods. It also covered sectors like medical devices, information and communications technology, standards, and supply-chain cooperation. Both governments have continued efforts to finalize the interim agreement within the scope of broader bilateral negotiations.
Goyal’s U.S. trip extends from September 29 to October 5, including activities beyond the G20 meetings. He plans to meet with business leaders and investors in Milwaukee and Chicago, representing industries such as manufacturing, consumer goods, agribusiness, retail, and technology. The schedule also features roundtables with startups and other companies. In Chicago, Goyal will meet with professional associations representing the Indian community and participate in scheduled commemorative events during his stay.
Supply Chains and Capacity Issues Feature in G20 Agenda
The Milwaukee program includes a Global Forum on Steel Excess Capacity scheduled for September 30. G20 trade ministers will also visit a Rockwell Automation facility before the formal opening session later that day. Additional ministerial discussions are planned for October 1. The U.S. currently holds the G20 presidency in 2026. U.S. officials have prioritized discussions on forced labour, excess capacity, food trade, and the Most-Favoured-Nation principle during the summit.
India and the United States initiated negotiations for a broader bilateral trade agreement in February 2025. The February 2026 framework maintains these talks while establishing the foundation for an interim arrangement. Goyal’s meetings in Milwaukee are part of this ongoing process. His discussions with U.S. representatives aim to advance the bilateral agreement and complete the interim deal outlined in the joint framework.
