UN Calls for Enhanced Measures to Protect Children Online

NEW YORK, NEW YORK / RankWire.AI / – The United Nations urges accelerated efforts to safeguard children and young people from the escalating dangers associated with online information. A recent UN issue brief points to disinformation, hate speech, harassment, algorithmic manipulation, and artificial intelligence as critical issues. It also underscores risks related to data collection, behavioral advertising, and digital systems designed to capture attention. The warning emerges as young users increasingly depend on online platforms for education, communication, information, and civic engagement.

UN urges stronger safeguards for children
UN child safety push targets AI, disinformation and harmful online platform practices.

Ahead of International Youth Day on Aug. 12, the Department of Global Communications released the brief. It highlights that over 82% of individuals aged 15 to 24 are internet users globally. This access facilitates learning, civic participation, and economic inclusion. Nonetheless, harmful online environments can negatively influence the cognitive, emotional, and social growth of younger audiences. The report also emphasizes that children and adolescents are still acquiring the skills needed to evaluate the information they encounter online.

The UN categorizes these threats into three groups focusing on technology, distribution channels, and harmful content. Risks associated with technology include misuse of digital tools and artificial intelligence. Issues related to access and dissemination involve algorithms, digital inequality, and diminishing independent journalism. Content-related dangers comprise disinformation, online harassment, and hate speech. The report notes these threats often intersect, as technology influences how information reaches users and determines which content gains prominence on digital platforms.

Digital platforms face increased scrutiny regarding child protection

The brief underscores how major tech companies design digital services and generate revenue. It suggests that systems driven by attention algorithms may foster practices that exploit the psychological vulnerabilities of younger users. Additionally, data collection and behavioral advertising facilitate highly tailored marketing strategies. Concerns include exposure to extreme content and design features that promote compulsive use. The report urges technology firms and AI developers to integrate considerations of child rights and safety into their product development processes.

Several governments worldwide are exploring or implementing stronger regulations to ensure online safety for children. Measures such as age restrictions on social media platforms feature prominently in these discussions. However, the UN brief points out that such restrictions alone cannot fully address the spectrum of digital risks. It also highlights the importance of online spaces supporting education, social interaction, and emotional well-being. Youth-led organizations increasingly utilize digital platforms for advocacy, organizing, and civic participation, despite facing challenges like harassment, surveillance, and disinformation.

UN emphasizes comprehensive AI safety strategies as part of broader efforts

Artificial intelligence introduces additional complexities to online safety concerns. During the Global Dialogue on AI Governance in July, UN Secretary-General António Guterres announced an AI Child Safety Pledge. He emphasized that companies should perform child-specific safety assessments and undergo independent oversight before deploying AI systems that children can access. The pledge also advocates for zero tolerance toward AI-generated sexual images involving children, including strategies to detect, report, and eliminate such content from digital systems.

The United Nations asserts that protecting young people necessitates coordinated action among governments, technology companies, advertisers, researchers, educators, and civil society groups. Its strategy also involves actively engaging children and youth in decisions shaping digital environments. The brief incorporates five UN Global Principles for Information Integrity—trust, healthier incentives, public empowerment, independent media, transparency, and research. The organization advocates for stronger safeguards for young users, ensuring they can continue to learn, communicate, create, and participate in public life online while remaining protected from harm.
